The Green Policy Center is a Hungarian climate policy think tank established to address climate change and other urgent green policy issues in a scientifically grounded, balanced, honest, and politically independent manner.

Our Mission

What do we want to achieve, why do we work?

Higher-quality professional dialogue

We strive to elevate the standard of professional dialogue on climate change and to draw public attention to the real issues surrounding it. Our public appearances and events are carried out in this spirit.

Evidence-based decision-making

We believe that good decisions can be made when we monitor ongoing processes and analyze them thoroughly. That is why we regularly publish reports tracking Hungary’s progress toward climate neutrality and climate adaptation.

Well-founded planning

To make good decisions, it is not only important to understand current processes, but also to thoroughly examine the future impacts of potential decisions. This is why we prepare policy proposals based on modeling.

Greener financing

Achieving climate neutrality fundamentally requires aligning financial resources with this goal. Therefore, we work on how various stakeholders can spend their funds in ways that serve this purpose more effectively.

A safe, resilient country

The acceleration of climate change and the intensification of its effects can become a security challenge if we do not prepare in time. That is why we focus on ensuring Hungary is better prepared, in a timely and planned manner, for the anticipated negative impacts.

Closer cooperation between science and decision-makers

We firmly believe in the importance of science-based decision-making—even in a “post-truth” world. Therefore, we strive to create as many opportunities as possible to channel scientific findings into decision-making in the broadest sense.

About us

When and how did we start?

The Green Policy Center was founded in April 2020, on the 50th Earth Day, by András Huszár, Máté Olti, and Tibor Schaffhauser. Previously, all three had worked together for many years in public administration on climate policy. The motivation behind founding the Green Policy Center was to apply their accumulated knowledge in a dedicated climate-focused professional think tank that could serve as a point of orientation for decision-making processes in both the public and private sectors.

The objective of the project is to develop and implement a system capable of significantly enhancing the life cycle-based resource efficiency and ecological service performance of irrigation systems used in vineyards under agricultural cultivation, through the application of precision smart technologies in arid and semi-arid regions of the European Union.
Preparation of a decision-support study on green public procurement

The primary focus of the study is to present the European and national legal and regulatory framework of green public procurement, followed by an in-depth analysis of the applicability of the European Commission’s Green Public Procurement (GPP) criteria in the Hungarian context — with particular emphasis on vehicle procurement and construction sectors.
Central European Sustainable Finance Summit 2021

Together with other like-minded organizations, the ISFC organized a multi-day online summit consisting of 15 panel discussions focusing on a broad range of sustainable finance topics, such as the EU Taxonomy, the European Green Deal, sustainable innovation, ESG, and sustainability reporting in the banking sector, among others. The Green Policy Center participated as a co-organizer in both the preparation and implementation of the conference. Further information is available.
Professional support for the Czech Presidency of the Council of the European Union

Our experts are involved in the preparations for the international climate policy tasks of the Czech Presidency of the Council of the European Union, scheduled for the second half of 2022, as well as in supporting the implementation of the Presidency itself. Their contributions are particularly focused on negotiations under the United Nations Framework Convention on Climate Change (UNFCCC) concerning emission reduction commitments, and on the revision process of the EU Effort Sharing Regulation (ESR).

Within the framework of the current project, the Green Policy Center is assessing potential national implementation pathways of the EU’s Fit for 55 climate policy package. Based on this analysis, the Center formulates recommendations for the revision of the measures included in Hungary’s National Energy and Climate Plan (NECP). Further information is available here.
